21.(6分)Canada is a bilingual country with "co-official " languages. English and French enjoy equal status as the official languages of all government agencies in Canada. This means that the public has the right to communicate
with and receive services from government in either English or French. Government employees have the right to work in the official language of their choice in certain bilingual regions.
Like the United States, Canada started as a colony. Beginning in the 1500s it was part of New France but later became a British colony after the Seven Years’ War. As a result, the Canadian government r ecognized the languages of both colonizers: France and England. The Constitution (宪法)Act of 1867 admitted the use of both languages in federal courts. Years later, Canada strengthened its commitment to bilingualism when it passed the Official Languages Act of 1969, which reconfirmed the constitutional origins of its co official languages.
Recognition of both English and French protects the rights of all Canadians. The Canadian government is committed to advancing the equality and the use of English and French and provides support to the development of English and French minority communities. Although the federal government theoretically guarantees bilingual services in all areas, there are many regions where English is the clear majority language so the government does not offer services in French in those regions. Encountering this situation is so uncomfortable that you would avoid meeting new people in the first place. After studying this in depth, I had different opinions and found that one of these common behaviors is the habit of filtering (过滤)--holding back from saying something until you’ve “checked” to make sure that what you’re about to say is cool, impressive and interesting. Another problem is not learning to get in the mood for conversation. If you don’t know how to change from subjects, then it can take a lot of time to warm up.
It is the reflex (习惯性思维) that allows you to say whatever goes on in your mind. It’s fun to realize that you’re allowed to say whatever is on your mind. As long as you don’t say anything that could land you in jail (监狱).
All of the “Oh! That’s interesting…” “Hmm, I’ve never heard of that” “Hmm, cool!” expressions are reactionary (保守的) bit s of conversation that prove to the other person that you’re really listening. This works 99% of the time. So, if you show some interest, they’ll hang around and want to talk to you even more.
Everyone knows that stories juice-up conversations, but most people only talk about stories of their own lives. When someone mentions something related to any of them, just tell the story, even if it’s not from your life. The more interesting, stranger or more frightening they are, the harder they are to forget.

This had been on my mind when The Book of No: 365 Ways to Say It and Mean It-and Stop People-Pleasing.
Forever came across my desk. The new edition of this decade-old book by psychologist Susan Newman is a
must-read book for those of us who struggle to say “no” with authenticity, confidence and kindness.

Newman calls people who feel forced to say yes all their way through life “people-pleasers”. The chief symptoms of this condition include associating helping others with your self-respect, holding expectations that you will care for others and feeling unwilling to state your own needs when    a request comes your way. For people-pleasers, “yes is the path of least resistance and the way to avoid damaging your relationship with the asker,” Newman writes.
The book offers brief dialogues for hundreds of scenarios in which “no” is the right answer, for reasons ranging from time management to financial pressures to emotional boundaries. Newman considers what came about among friends, at work, within families and in parenting. Reading through the scenarios, I realized they have some things in common-things that immediately started helping me improve my “no” skills.
